The last quarter of the 19th century marks the height of the French colonial empire. A great need for rewards is felt but the Legion of Honor alone cannot meet them. The decree of May 10, 1896 integrates into the national orders five orders already existing in the colonies. They therefore become national orders awarded by the President of the Republic on the proposal of the local Governors and Residents General. On May 23, 1896, the opinion of the Council of the Order of the Legion of Honor was made compulsory for appointments. The Order of Cambodia, the Order of the Black Star, the Order of Nichan el Alnouar, the Order of the Dragon of Annam and the Order of the Star of Anjouan were then integrated. The Tunisian and Moroccan orders remaining beylical and Cherifian orders. It is the same in Madagascar, Cameroon, Syria and Lebanon where the orders remain local orders, some of which still exist. It is only the decree of December 3, 1963 which marks the abolition of the colonial orders.
